The Department of Defense (DoD) public key infrastructure (PKI) project management office (PMO) established the JITC DoD public key encryption (PKE) Certification Lab as an independent testing facility to perform interoperability testing on PKE applications. It is DoD policy that enabled applications be tested to ensure interoperability and compatibility with the DoD PKI. The JITC test lab supports this policy through the interoperability certification process.
The National Information Assurance Partnership Common Criteria Evaluation and Validation Scheme (CCEVS) Validation Body is managed and staffed by the National Security Agency (NSA). The focus of the CCEVS is to establish a national program for the evaluation of information technology products for conformance to the International Common Criteria for Information Technology Security Evaluation. IT security evaluations are conducted by commercial testing laboratories accredited by the National Institute of Standards and Techology’s (NIST’s) National Voluntary Laboratory Accreditation Program (NVLAP) and approved by the Validation Body.

The Federal Information Processing Standard (FIPS) Publication 140-2 is a U.S. government computer security standard used to accredit cryptographic modules. The title is Security Requirements for Cryptographic Modules. The National Institute of Standards and Technology (NIST) issued the FIPS 140 Publication Series to coordinate the requirements and standards for cryptography modules that include both hardware and software components. The cryptographic modules are produced by the private sector or open source communities for use by the U.S. government and other regulated industries (such as financial and healthcare institutions) that collect, store, transfer, share and disseminate "sensitive, but not classified" information. Federal agencies and departments can validate that the module in use is covered by an existing FIPS certificate, which specifies the exact module name, hardware, software, firmware, and / or applet version numbers.
